The adjustability is there to remove any potential pre-load from the sway bars. Basically, you'll set one to OEM length and install one on one side. You will then lower the car back down on it's own weight on a LEVEL surface, adjust the length of the opposing side endlink so that you can install it without using any force.

For the most part yes, and the ability to remove pre-load as I spoke about above.
