They are adjusted using the OEM "eccentric" bolts, which are shaped kinda oblong to allow adjustment. If I remember correctly, the inner bolt on the toe rods is an eccentric bolt. If you're installing non-adjustable arms, the best thing to do is to mark the head of the bolt and the adjacent frame so that the same adjustment can be maintained with the new arms. After that.....it is still advisable to go get an alignment.
