A couple of years ago when I was changing my strut brace, I needed a torque wrench rated in inch-pounds, bought one (don't remember from where but probably Harbor Freight), but when I went to tighten the bolts, it seemed I was turning them far more than I thought they needed to go, but the torque wrench wasn't clicking yet.

I finally decided to go buy one of the old-fashioned beam style torque wrenches so I could SEE the beam deflect.

Worked like a champ. I still ended up turning the bolts more than I thought they would, but evidently that was because there were plastic washers underneath the heads of the bolts that were deforming as they were supposed to.

I strongly suspect your torque wrench is either not working properly or you set it to the wrong setting.

I know this sounds incredibly stupid, but make sure you are tightening them to INCH pounds and not FOOT pounds???
