It's not a bait and switch as long as they really did sell the car that was advertised. It is however the dealership's responsibility to contact the advertising source and update the ad.
If the car was not really sold or they didn't update their ad in a timely manner, THEN it is shady.
Loss leaders are simply a way to get people in the door and clear out aged merchandise.
