The way projector HIDs work is they give a SHARP cutoff of light. This is to keep from blinding people in oncoming traffic or in front of you with your headlights. If your viewing perspective is above the cutoff, then you're going to see a dot, not massive glare. Do not confuse glare with brightness. HID glare is what blinds people in the dark; it's a function of poorly aimed headlights. Brightness is how much light is being put out.

Headlights's are HIDs.
Halos are definitely not HID.
Probably CCFL.
