Its actually all about efficiency. A smaller blower can work more efficiently on a smaller engine. In other words, a 1900 is almost perfectly matched in size to an LS3 (or L99) , in terms of blower output at a given boost level. This makes the 1900 able to produce more power at the same boost level as the 2300 would on that engine. Now if the engine size were to increase to 427 ci, then the 2300 becomes more properly matched to engine size, which allows it to work more efficiently.
