You don't know wether or not they had cats. Unless you knew the car. And most don't leave them off for performance, it saves money AND it sound better on most systems.
Eh, I like to drive with my windows down, I hate going on cruises anymore becuase of how many people run without cats. I know it saves money but I think if you can afford to run cats you should. Can you imagine how bad the smell would be at the next c5 fest if everyone eliminated thier cats? I'll have to take your word on it that not all cars are that way, but in my experience I can tell right away and from a distance.
