Basically the base of the 2 chemicals is identical... where they start to differ is with the additives.
Detail Spray leaves a gloss enhancer behind that will give you paint a little added shine.
Waterless doesn't have that gloss enhancer, instead its replaced by a high lubricity emulsifier that makes dust removal safer.
Basically you'd use Waterless for dust removal, Detail Spray for adding gloss. Figuring that you'll do dust removal more often than needing gloss waterless makes more sense as it costs less per oz.
