It could be etched into the paint from a bird bomb or other contaminate. If you don't have a da or other machine you may want to try some Meguiars Scratch-X by hand and follow the directions on the back. Another old trick would be taking a little white vinegar on a microfiber towel and rubbing the spot.What actually caused the spot would dictate what was needed to remove it. Not knowing the cause will require a little trial and error as they say. If another member is located in your area with a da , I would try and compound it out. A da or rotary in the hands of the right person can do quite a bit of defect removal. Just remember that not every blemish found on a painted surface is repairable .
