The first gen ZL1s seemed to be mainly drag racing inspired vehicles while the Z28 was the track car. It seems like the 2012 ZL1 has combined both these elements into one vehicle making a Z28 redundant.
If anything the Z28 should be an add on package that would take the LS3/L99 and have them be fully built from the factory with warranty. In addition suspension and brake upgrades as well as some kind of unique exterior cues.
