The dumbest thing he did was tell anyone. I have no doubt now that the car has been re acquired (seized) by the police, as well as the money he found.

Do you call the auction company and say " hey I bought this old trunk for $25.00 and found $20,000.00 in old money in the bottom. I want to return it. "

You bought the trunk and everything inside is yours. Same with the car IMO.

The thing is, legally if you find cash in something you purchased you are suppose to report it on your taxes as extra income and if the IRS finds out they can get you for tax evasion.

Personally it reeks of total bs to me. Drug residue isn't easy to remove and a trained drug dog would have smelled the residue on the bag the cash is in. Another thing, drug units disassemble vehicles to look for hidden drug and money stashes before releasing them. The intake is the most common place to hide things as it is easily assessable and is one of the first places drug units look.
