Im just spit balling here but do you think that if the weld job for the bung has any kind of unsealed/unwelded areas it could be bringing fresh air in causing these crazy readings under light load?

The only time to look at air fuel guage is when your wot ... It should stand straight around 11.5. The guage will make you crash, it bounces all over the place because your off the gas on light load. On the gas it should drop ... Off the gas it goes up. I would see a tuner, he an check the guage vs a dyno, if its your tune it will be money well spent.
