We're both 21, and being in Louisiana surely doesn't help. Rates literally tripped moving from TN to LA.
$450 PER MONTH!?!!!
Holy Crap, I would drive the cheapest damn car I could find.
That's almost my yearly amount.

Yup. Literally pay more for insurance than I do on the car payments.. Typical Louisiana rates!

What's the biggest lever you could pull?
Car: ZL1 vs. Insight/Prius/Cavalier/other econoboxi
Location: State, within state?
Age: Not really a lever you can pull quickly
Other:
Company: I assume you've competitively shopped . . .

that's insane.

I paid 400$ a month when i was 16...25 now. If i got quoted 400$ - month i would get a moped!! A car is fun but at 400$ a month just to insure how much fun is it worth..add fuel oil ..tires.. brakes etc etc and you will be hating this purchase! just my 2 cents!!

I have Grundy for my vette and $20000 agreed value no mile restrictions $300 yr. Most classic car insurance companies will not insure a daily modern driver. I have a Jeep Commander show SUV and only use it 2500 miles a year and no classic car insurance co. will take it on since its too modern.

I've shopped all around, actually can't find anyone else who will quote less than $600/month. A few have been as high as $1100/month, INSANE!

I could register my cars in elsewhere and it be a LOT cheaper, but I'd rather pay to do it legally and not have to worry about getting caught.

I would be making serious changes to what I drove.
At that level of insurance, I would pick a car to minimize insurance.
