Not quite. The hood and by extension the front end of the car would be providing the equal and opposite reaction. The amount of force that the front end provides would be subtracted from the amount of downward force the front tires provide on the pavement.

the hood looks awesome, however how is it going to prevent water from getting into the engine compartment? the car looks like a dragon

You seem to have missed that part, given you refer to the downforce (which is exactly what Dragoneye was saying the heat extractor will create additional downforce by allowing the air that passes through the radiator to escape, instead of lifting the hood (and thus inevitably the car) by bumping into it and not being able to go anywhere... |
