CCFL Projector HID Conversion

So I bought a set of CCFL projectors from CG and just found out they are equipped with an H9 halogen instead of the H13 found in the stock headlights. Apparently H9 HID bulbs are not available as bixenons which means I would be without high beams. Is this correct? Is it an issue not having high beams or is the HID bulb bright enough?

You will fail state inspection in Virginia without high beams, which would probably be your biggest issue.

I actually moved to Florida which doesn't have state inspections. Just been too lazy to change it haha
