I'm at 8.5psi on my LS3 vette with no belt slip. It has a 2.9" pulley. The 8.5psi would probably be very safe on a stock LS3. I wouldn't call it very safe on my set up though. It has a healthy blower cam, LT headers, ported throttle body, and a free flowing exhaust system. It makes a little more than 670 at the wheels. 8.5psi on a stock LS3 would probably get you in the 525 to 550 rwhp range. It will make that kind of power safely for a long time with a good tune.

Boost alone isn't the only factor in having a "safe" engine. It has more to do with the total power produced, tuner's acumen, and whether or not you're the type that's hell bent on tearing things up. There are those that can run a machine past its limits without scattering parts, and then there are those that can't. If you've been around modded cars long, you know who you are!
