Because 99% of alarms are false, they often get low priority response from police.

Cant chevy some how track it even if the onstar isnt on? I feel like they could do it somehow..

Onstar claims they can not activate the system from their end. Someone has to contact them by pushing the blue Onstar button to make the link. I tried when my keys were locked inside and nothing the could or would do for me.
