Because they had set some goals to achieve and they've achieved it.
Probably somethings like:
1- Complete the 24 hours test within the 2% rule
2- Validate new setup from previous outing at the ring
3- Extract data for fine tuning before release date
4- Out performs the ZL1.
5- Set the best lap possible.

Yes It can be faster, isn't that the beauty of it all ?

I have said it once and I will say it again...if the weather significantly impacted the time, they would have ran the car a different day under better conditions. For those saying the car can crack the 20's, why would Chevy post this time if that was even in the realm of possibility? When you market a product, you do it under the best case scenario. If you think GM just settled for this time because they ran out of track time, you simply do not understand how marketing works. I believe they ran the car on better days and did not get a better time. Thus they posted the best time, regardless of the conditions that may lead some to believe it could have been better. They will sell all they can build so it does not really matter anyway.
They have the telemetry (from other runs) showing that they could lose 6 more seconds in better conditions.

News Flash:

GENERAL MOTORS DOES NOT OWN THE 'RING

The 'Ring is a commercial effort, that has a schedule of commitments to others. Do you think that if Porsche had rented the track, the following day (for instance), they would simply say, "Oh, it's very important to GM that they get an optimal time for the Z/28, so we'll just send all our vehicles, engineers and technicians home and give them the day off!"

Schedules. Commitments. The REAL World!!!

It rained, so it must be Mother Nature's fault. Maybe She drives a Mustang.

There will be other tracks, comparisons, etc. All probably in the sun. Bottom line; it's awesome just as I knew it would be!

Let me be the first to apparently mention this:

The heart of the Z/28 is the 7.0L LS7 engine. The LS7 uses lightweight, racing-proven, high-performance components, such as titanium intake valves and connecting rods, CNC-ported aluminum cylinder heads and a forged-steel crankshaft to help produce an SAE-certified 505 horsepower (376 kW) and 481 lb-ft of torque (652 Nm).

That's 11 lb-ft improvement over the Corvette's version of the LS7 (rate 470)and, packaged in a 600+ pound heavier car, I'll thank Powertrain for finding that. That is very important for this car and it's intended usage, and far more significant than a few more horses...

I mentioned that in the Official Release thread. Would the tri y headers get the extra 11 lb*ft?

Having paid to drive there myself I'm quite aware of that. If a large auto manufacturer asks track management to find a couple of hours of track time some time in the next couple of weeks they don't say no. Instead they find a couple of hours and charge extra for the short notice.

I said it in the other thread the Tri-Y's and of course the tune differences that come because of them made up the difference.

This alone makes me want Pfadt LT's. I hate how the LS3 stops gaining TQ when the HP numbers go up. How is it the factory is basically 425/425 (370/370 at the tires in my case) and then you start with cam swaps etc and they will put down 500/470 at the tires? I want TQ and I want to just basically add 150/150 to the tires to my car.

A WHEEL MAN extraordinaire, to say the least! Watched the video with my 78yr old father... dad said, "In the rain, your brain is going to hold you back, I don't care who you are!"

Then you don't understand the relationship between horsepower and torque.
