Just curious i seen a 2014 last night and as he braked his third brake light flashed real quick. Wondering if this was stock or a mod?

The dealer where I bought my SS puts what is called "Pulse" on their new cars. They even put a sticker above the 3rd brake light in the window advertising it. It makes the 3rd brake light blink about 4 times, then stays on when you apply the brakes. I had them remove it when I bought my car.

That has been a popular mod in the motorcycle world for years.

Was this done just by changing the bulb ?

No, requires a harness.

Probably an aftermarket harness mod
I had a something like that on an MC; it flashes the brake light 3 times then goes steady - Kuryakyn Run-Turn-Brake (triple whammy) - but I'm not sure I'd want something like that on a car.
