The Forza 3-Way Controller will do what you want. It will 'remember' your last setting. So if you set it for valves closed, when you start the car they will close immediately after starting the car.

ADM 3 way controller can be set however you want

We developed the easiest 3 way controller on the market to install,just 2 wires to connect and plug in.

Can be set to closed at start up(Unlike what has been said here).There is a vac canister and check valve so they can be opened and closed several times even once the car is not been in run mode.

Forza has both a two way and a three way controller for the Camaro. Two different price points but both are custom designed for the Camaro. Both have master power switches to prevent battery drain.
