Wiper speed issue?

Noticed that my battery voltage was at 12.6 but after some research found it to be normal. The thing is, when the volts drop I notice the wipers move slow as hell no matter what speed I select. Is this normal?

No, amp was off at the time. I figured the wiper speed shouldnt change though, what if it was raining hard out...the wipers were moving much slower than usual.
