Does not surprise me that GM didn't have it protected. I remember when I saw my first Eclipse GSX. My Buick was madder than hell that the GS nameplate was on a Mitsu. When the GSX nameplate was on one, well, it took some time to calm it down

I didn't read all 5 pages of this thread, but this is the answer. You can search the marks and see that it was registered in 2009 as well as other times. This is just a renewal, would be my take.

Doesn't mean there won't be a Z28, but wouldn't think it means there will be one, either.

Honestly they're probably just protecting the name. Wouldn't wanna see some Toyota Celica Z28 running around. But here's so hoping they remake it as well!
