powder coating
can powder coating be removed with out damaging the wheel? I'm thinking about color change.

I think "air craft stripper" takes it off. Just make sure you are in a well ventilated area and wear protection.

Typically aircraft grade paint remover will work. Sandblasting works and provides a desirable finish for re-coating.

My power coater has a tank of stripper that removes it.
Bring it to a place with a tank. Don't try this at home.
