Sorry If this might be a stupid question but what is the point of a rally? Is it just to have fun touring the country or is it some type of competition? I have never read up on one nor ever considered being in one.

I think part (A) of your question, everyone goes out to just have a great time driving their cars, making pit stops along the way to see some cool things, and to end up in some neat places where you get to mingle with your fellow drivers who share the passion and have a LOT OF FUN!

Some people like to drive in a 'spirited' fashion, and it can spur others to do the same, but they are not intended for racing, especially since it's on regular roads and freeways, and the usual afternoon/nighttime activities are alotted with plenty of time for people who aren't going to be 'racing' to get there.

Had a ton of fun! little groups of cars going similar speeds stuck together, so it still was nice to have a little caravan most times.
