Hey thanks. It is Paint. I used one of these. I simply outlined the edges of each letter. Keep some Q-Tips, paper towels and some, paint thinner,(Mineral Spirits or Acetone) nearby in case you slip or drip. You can use pinstripe tape to help keep your outlines uniform. (I didn't, but it would have made things much easier).

Looks tough to do. Pinstripe tape looks tough to apply and if you do it free hand, seems tough to do nicely.

Did you take the wheel off when painting it. Any tips.
