It can be done but there are costs and emission standards to meet. I seriously doubt you will be able to sidestep taxes and whatnot.

It's easy to import or export between Canada and USA. Emissions on new trucks are the same so thats a non issue. GM trucks are made in North America so no duty. You will very likely have to pay local tax. Contact a broker or Custom border and protection services and they will steer you in the right direction to get the proper documents. I know GM recently has been good about providing the paper work stating that it complies to US standards. The process can take some time.
As an example you could have my 2015 GM 1500 Denali with 8500 miles for $40,000us.

Buying new ,direct from the dealer, can be difficult. Most will not allow Canadians to buy from US dealers and vise versa. You can buy used all day long.

according to a few dealerships they can only sell new vehicles to residents of their country. they will sell me a used one, but I would have to pay the duty (13%). If i export the vehicle to the us, i can submit paperwork to get they duty back, takes about 2 months. There is not many 2015 used low mileage trucks available near the border. US wholesaler buy them up as soon as they are traded.

Are you looking at a truck made outside of North America?
There is no duty on vehicles made in Norh America.
It's the manufacturers that ask the dealers not to sell to residents outside their own country. There are ones out there that will but they can be hard to find. If you have a Canadian friend have them buy what you want they they flip it to you. My low mileage truck is close to the border just on the wrong side of the country!
