What would be the most common pads to use with the PC waxing,polishing and removing fine swirl marks or scratches.

what are your guys opinions on this. i am looking at new 2LT vert. it is black , black top and inside leather black. 60 miles on it. test drove it. i am in kansas city, weather is hot, sun , cold winters. anyway, this car is a year old, build date sept 2012. when i drove it, it was really dirty as there is construction next to dealer lot, so all cars were dirty. if i buy, would you recommend wax, detail it.? oxidation issues on it? what about top? or, just wash it for now. again , it been outside for a year with winter and now summer. was curious. thanks!
