I have the 19" wheels. Yes they can and should be rotated just like any car with 4 wheels and tires of the same size. If you don't care how long the set of tires last then don't rotate. I've rotated twice and went through the relearning process just like the manual directs. No problems.

I got 2 20x9 in wheels and put General 275x40x20 on all 4 corners of my 2lt rs. I did this so I can rotate the tires.

If you are replacing a wheel you might have to buy the stem since it normally breaks when you take it off. 2012 stem is different since it has the metal in the middle where you screw in the tpms.

I just replaced the rims on my SS. New TPMS in them. Made sure old tires were down in my storage shed, went into the DIC menu for the TMPS hit the reset button, (yes on the DIC, it did display hold tool near front tire) (but let air out of tire) horn sounded, started left front driver side, let out air till horn beeped, moved to rear pass side, next, next..After all were done, horn sounded again twice...it was that easy. I do have a later 2011. Tools are not needed. Does it make sense that you need a tool to reset them? No, that means anyone who works on the tires or ability too, would have to send to GM shop to reset TPMS.
