Speed-master and Speed-master Jr brushes and Sonax wheel cleaner does a hell of a job and is the least pain in the ass method that I have found thus far.........with a creeper of course.

I took the wheels off and washed with dawn and foam window cleaner (without ammonia) then dried it and waxed the wheels. worked for me
