There is no switch, the pressure of the exhaust opens the valve when you are on it and when your just cruising it stays closed. I had a chance to play with these at a show a month or so ago. The spring has light - mild tension so it doesn't take much pressure to open it. There is some sort of steel wool material mating the valve to the inside of the pipe in the muffler that allows the exhaust to pass even when completely closed.

It is fiberglass according to the picture. I've never heard of steel wool (or anything other than fiberglass) being used in a muffler.
