427 vs 454?

Any reason why gm is using the 427 in the z06 and z28 over the lsx454? To hold revs higher or is it a weight/balancing issue?

The LS7 has an aluminum block, is production ready and has been emissions
certified. The LSX 454 has a cast iron block, is not production ready or emissions certified.
