No more tickets.... They do nothing but generate revenue for the state.

However, there will be an annual test for driving ability.
It will not test dumb $hit, just reflexes, and current vehicle.

There will be a sliding scale, so people who are well trained, in a good car, can basically drive however they want...
People who get caught driving beyond their limits or the limits of their vehicle, or hogging the left lane, 1st offense the officer smashes your jerk-off hand with a hammer. 1 hammer blow for every year you are old.
2nd offense, the officer chops off your other hand,
3rd offense- it will never get that far

You forgot about the oxygen tax for all those that must now use public transportation. That will bring our state revenues back up and hopefully limit their reproduction.

No, the oxygen tax is separate.
There will be a public transportation tax, because, basically, all the stupid people, which is roughly 2/3 of the population will have to use public transportation.
The Oxygen tax will be imposed on the same group- they are using resources (O2) and not contributing to the betterment of mankind, hence the tax.
An additional Oxygen tax penalty applies to anyone who holds a public office and says anything stupid. Dan Quayle would most likely be a major participant in this clause.
