Seems to me it should apply to new ownership. Those already owning would be ok, but no new ownerships. Is this not the case?

nope, but even still its stupid to ban a dog. i have had pits all my life and have NEVER had a problem with any of them. its all in how you raise the dog. i could make a lab kill if i wanted to.

In most cases, is not the dog, its the dumbass owners who make the dogs violent.
My cousin had 2 Rotty's that were the sweetest dogs in the world. When they did charge (usually the utility guys or deliveries) they would stop on a dime with a one word command. Basically instead of banning, they should put tight restrictions on owners. Edit: Signed btw

I disagree. I own dobermans and I can tell you from personal experience that ANY dog can be Vicious and ANY dog can be nice. It is all in how they are trained and socialized with people, kids and other dogs.
