Yes and no...HIDs only use significantly more power during the inital power up, "striking"...during stiking,depending on the ballast/bulb the amp draw can be pretty significant. After that the draw is only slightly higher than a halogen bulb system. Also of note is single bulb hi-low HIDs use use a motor to focus(move) the bulb to change from high to low...obviously that motor draws some power as well.
