Get all the fluids drained out of it, let it sit and dry out, and see what happens. For a $36,000 loss, what else do you have to lose? I understand the electrical concerns and probably the smells that could come out of it, but it's worth a try.

The salt water includes a little bay mud. Console was filled with water.

If the engine is flooded you need to pickle it...Boats do this when sunk. Do not let the engine dry out until you can immediately pickle it.
http://www.boatus.com/hurricanes/pickle.asp As everyone else says, i think if you can rescue the core the other stuff you can do overtime -- lots of work, but i wouldn't do knee jerk reaction to a salvage yard... Good luck mate

I am not sure why you wouldn't have comp coverage on a $40K car? I am assuming you paid cash for the car, since any lender I know of would have required this insurance coverage. The only reason not to have comp. is if you could afford the possible loss. Sorry to hear about this though.
