I would clean it up and mic it. and see what you have. possible a new balancer and pin it. index the end of the crankshaft and dampner and keep an eye it.

Clean it , or don`t clean. Clear the keyway. the bolt doesn`t matter ARP or whatever, never seen one break. Change the timing cover seal , check the oil pump alignment, put it back together, torque to 250 ft pounds and use thread locker.
The bolt came out of that and or the key sheared off or was never present to begin with. It will probably work fine once properly installed. |

I’ve seen this before, ATI balances sometimes need machined for proper fit( think it’s .001 press fit but check that number to be sure)0 also ALWAYS apply anti-seize before installing a balancer with a key way I learned this first hand years ago.
