A diverter completely blocks off the exhaust system's flow to divert it through and out its own openings. A cut out provides an alternate (but large and early in the flow) path for the exhaust but some exhaust will continue down and out the tail pipes. My exhaust with the cutouts fully open still flow about 10-15 % through the tail pipes.

No - at least the Noweeds diverters are not. If I remember right they were about double the cost of my DMH cutouts which were 400.00.

If this is put on a stock system, will the noise level change at all with them closed. Anyone who has them installed already, will there be any drone on the highway with them closed, or will it sound 100% stock?

I have posted numerous times about my raceready cutouts. No weld install, variable open/close, stainless steel, and the best part....... lifetime warranty! I picked up about 10rwhp/10rwtq with them open. I have them mounted where the cats used to be. On a stock L99, you wont see much power gains. I have heard several cutouts. These on my car(check sig)definitely sound better than QTP(on an L99 with LS3 conv, cam, full build) side by side. PM me if you have any questions.
