wait u have never got COTW?? i honestly think that its because your car looks so epic that they automaticly assume that you have got COTW b4 and dont want to give it to someone twice. Your car is def worthy of COTW by a long shot IMO.

because it wont make a difference bro, the moderators pick whoever they want regardless if you sumbit your car for COTW or not, if I havent got chosen its because my car is not worthy enough
