I am guessing your car is totally stock, so, depending on your cash flow, start with a good CAI like roto-fab, some long tube headers with some hi-flo cats, an after market exhaust with a good tune and you will be in the 12's. To get "low" 12's you may want to look at a cam swap and there are many different cam companies out there in the market that will get you what you want, just give them a call and they will hook you up.

Hmm are there any good turbo kits for our 5th gens yet? I'd like to keep the car sounding as stock and subtle as possible. I should have put that In my post, sorry.

lets see for low 12's.. I would say headers, exhaust, cold air intake, ported throttle body, tune and some drag radials. You could even get skinnies for the front if you wanted. You should be able to get a low 12 though with full bolt ons.
here is a thread of camaro5 members fast list and it also tells you the mods done to the car to get that time..it may help you out: http://www.camaro5.com/forums/showthread.php?t=21013 my friend Matt ran an 11.80 a couple weekends ago with full bolt-ons, drag radials and skinnies. He is on the bolt on fast list.

Yes there are turbo kits out as will as SC kits and both will get you where you want as long as you get some good drag radials to put that power to the ground!
