One of the good things about living in Michigan (no front plate), although I moved from Texas, so I know where your coming from...

My State statute says "any vehicle" operated upon "any roadway" in this State must possess a signed statement (waiver) from a licensed blah, blah, blah, so on an so forth to have tint. So yes in this case I could issue a ticket under my statute to an out of State vehicle, BUT I DON'T BECAUSE I FEEL ITS NOT RIGHT IF THEY ARE LEGAL WHERE THEY COME FROM AND ARE JUST PASSING THRU. PLUS IMO I THINK IT WOULD MAKE ME LOOK LIKE AN ARSE IN COURT if it were brought to light that the vehicle is legal where it is registered.
