Does Forgestar do any machined face finishes?
I have never seen a Forgestar wheel in a machined face...what gives?

They did, but they discontinued them in early 2011. Then they tried to bring them back recently, and then discontinued them again. Too many issues trying to make them work.

Brushed Titanium, etc... yes. Discontinued.
Titanium itself was also discontinued. Black Graphite was also discontinued. No more 2-stage finishes, too many issues with those when applying them.

Man what the heck! Why is it so hard to paint a wheel and then machine the face smooth? There are a lot of other manufactures doing it. I wonder if it has something to do with the metal they use, what kind of alloy is it?

Those manufacturers that do it tend to have it done at the actual place that casts the cores. It is just a finish machine process for them. Doing them after the fact, on a lower production count, at another location, requires a lot of setup and programming time. This results in additional costs and more rejects, which defeats the purpose of trying to maintain an entry level pricing range.
Most of the forged wheel companies charge another $500-700/set just to machine the outer face. Just as a point of reference.
