Why is the paint doing this only at one spot on light?

looks like there may have been some oil (from a finger or something) on the lens and the paint is not adhering correctly. Either that or a piece of plastic like a plastic bag or something was laid on the paint before it was fully dry and it created the ripples. You may want to exchange them.
