Do you not know how the system works?

The officers already identified the suspects. Ulitimately, it is up to the DA to file charges (if any), not the officers. It's always been that way. Even if an on-duty officer was on-scene and witnessed this incident, the suspect's would not have been arrested for this offense. They would have been given a citation, which is nothing more than an allegation by the officer. It would still be up to the DA to actually file charges if they wanted.

And even if criminal charges are filed (I'm assuming some sort of vandalism), it is still the car owner's responsibility to take the suspect to small claims (civil) court if they want to recover any $$.

Did anyone catch the part at the end where the officer said "...we'll need to determine if it was accidental or on purpose". I can just see the 2 in court saying it was an accident and they are sorry and the Camaro owner pays for damages out of pocket. Another win for the bad guy .

Usually the criminal elements of a vandalism type charge say there must be some type of malicious intent. Proving that intent is still a little tougher than it seems, even if it's witnessed. There may be another crime similar to a hit-and-run with leaving after accidently damaging property (but not veh vs veh) in that state, I don't know.

Doesn't mean the owner has to pay out of pocket. Initially, yes, but that's what insurance is for. But he can take the suspect to civil court to recoup his losses. as will the insurance as well if it's worth it to them.

Civil judgements are worthless. The courts have no way of forcing payment. The best solution is to "accidently" fall into the tire sidewalls with a pocketknife. This includes the spare.
