The inner filter cover cap/water shield must be back in place perfectly first.
Then, the back of the plastic cowl needs to be positioned aligning it up exactly with the contour of the windshield perimeter gasket. Tilt it so it starts to pop in under the gasket ... then tilt the front edge of the plastic cowl down, slowly pushing the plastic cowl toward back of the car at the same time.

On a side note:
Noticed you are in NC also ...
Took my filter out and blasted it from reverse direction with the compressor air nozzle to dust off the filter and re-used it; lots of pine tree pollen.
Also, while I had the cowl cover off I took some black window screen (with silicone glue in spots) and reached in to the back of the cowl air vent grill placing it across that area; prevents leaves, pine needles, etc. from falling down inside. The screen is hidden from view under the back-side of the grill vents in the cowl.

Noticed the OEM filter has a greyish/charcoal stained color to it that makes the filter look very dirty when it is actually just the coloring built-in to the filter material.
After reverse blasting it with the compressor air gun attachment looks like there is actually a lot of service life left in that so not replacing anytime soon.

I just changed mine about a month ago and the AC Delco replacement filter was white.

My OEM filter coloring looks like the one in this picture -
probably has a charcoal type material they treat the paper with during manufacture that gives it a dirty look.
After hitting it with air compressor nozzle in reverse direction to blow out the yellow pollen we have here in NC, looked very newish again, just like the picture. Maybe they purposely make it look dirty so folks will be tricked in to replacing them early and then the Delco Execs can get their retirement home in Hawaii earlier, lol ;-)

Depends on the area that you live in. It takes 5 minutes to pop everything open and check the life of the filter.

I personally like to change it every spring after the pollen is starting to subside with a new Wix replacement.

Just did mine yeah that plastic cowl was a real bitch LOL.... Seems to be okay after some major cussing I guess thats all it needed...
