I would imagine the returned cores are being "remanufactured" or modified to corrected specs and resold. It takes a little longer that way because there isn't just a bunch of TBs sitting on the shelves.

Yes, these are pre-pay at the time of order. The only way with the low markup we can have so much invested in the cores to try and keep them rolling quicker.
