Go with long tubes, I recommend kooks you can find a used set on the classifieds here like I did and save $$. I would go catless for louder sound also.

Long tubes, you will need a tune, recommend Stainless Power from Maryland speed with high flow cats along with new g.m. exhaust gaskets and the tune will have to get rid of the CEL form the sensors being farther away and the response time slowing. So you can get tuned and get max h.p. better and ditch torque management...1-4 shift, hill start etc ... and get a better richer fuel curve with better throttle response etc ...if the tune is good, you can alter a lot.

Shorties if you live in a place like Cali and have crazy smog standards. Long tubes in the other 49 states haha.

Long tubes if you can. Just to compare, and I live in Kali, jba shorties, high flow cats and a "smog tune "that tied it all together, I made 32 hp and 24 lb ft at the peaks. At 6200 rpm I made 44 hp.

You do not NEED a tune with long tubes, perfectly fine without a tune. However you will have a constant check engine light, and you're leaving HP on the table.

Yes indeed, capital block letters in a word, changes the dynamic, the context, almost the definition of it.

But it should be reiterated though, that with that logic, one may argue, that the LS3, driven by a daily driver type of regular Joe, does not NEED 91AKI unleaded gasoline, but the 87AKI would suffice .
