TSB #09-08-49-007 instructions?

After doing some searching around I think that this TSB applies to my car, I've started to get a rattling noise coming from the instrument panel, it used to do it when it was cold out but now it does it even when it's hot out.

I think I've narrowed it down to the plastic "lens" over the speedometer. Whenever I'm driving over a rough rode it rattles like crazy, however when I push on it the rattle goes away.

Does anybody happen to have a copy of this TSB? If it's a simple fix I'd rather do it myself than going through the hassle of taking it into the dealership.

Most GM TSB's include Replacing whatever the problem is, rather than fixing. Im sure you could easially fix that.
