I know you think that putting HID in fog lights will be like a set of headlights but as I mentioned before the output depends strictly on the angle of reflection off of the reflector. These facets are engineered for a very specific purpose.

Headlights are designed to "throw" light down-road while maintaining a cut-off line to not blind other drivers.

Here is an example of a standard low beam driving light:

"Fog" lights are simply auxiliary lights they have no throw but create a "bubble" of light around the car giving you more peripheral. They are intentionally designed not to project far because there is no cut-off line. If they projected far they would blind oncoming traffic.

Example of a normal fog light beam pattern:

So WHY is this a problem? Because you can easily outrun your visible light while driving at night.

By "outrun" I am not saying you are going to travel at the speed of light but rather the vehicle is traveling faster than your reaction time is capable of of stopping the car if, for instance, there is a broken down car in your lane on a dark highway or a kid walks in front of your car on a rural road.

Vehicles are required to illuminate the road furhter than their maximum stopping distance. So not only is this illegal but it is seriously endangering yourself and others.

I am not trying to rain on your parade but this is not my opinion, its fact. I am sorry but this thread is a good example of what not to do to your Camaro.
Safety first. That and imagine if you get into a crash. I feel like the opposing driver would have no problem suing you for driving without proper headlights.

I think everyone is trying to save you a ticket... There are a lot of factors that go into what counts as a headlight, distance the light shines, intensity, height off of the ground etc. Good luck not getting a ticket

I like the look as well, so i'm not bashing it. Just throwing some more ideas to consider

Good luck..

PennDOT

4302. Periods for requiring lighted lamps.
(a) General rule.--The operator of a vehicle upon a highway
shall display the lighted head lamps and other lamps and
illuminating devices required under this chapter for different
classes of vehicles, subject to exceptions with respect to
parked vehicles, at the following times:
(1) Between sunset and sunrise.
(2) Any time when the operator cannot discern a person
or vehicle upon the highway from a distance of 1,000 feet due
to insufficient light or unfavorable atmospheric conditions,
including rain, snow, sleet, hail, fog, smoke or smog.
(3) Any time when the vehicle's windshield wipers are in
continuous or intermittent use due to precipitation or
atmospheric moisture, including rain, snow, sleet or mist.

4303. General lighting requirements.
(a) Head lamps.--Every vehicle, except trailers, operated on
a highway shall be equipped with a head lamp system in
conformance with regulations of the department.
The regulations
shall not prohibit a bus from being equipped with devices used
to carry pedalcycles on the front of the bus.

4309. Lighted head lamps in work zones.
(a) Lighted head lamps required.--Head lamps shall be
lighted on every vehicle driving through a signed work zone.
The
department, local authorities or utilities, as the case may be,
shall post or require its contractor to post, in advance of
every work zone, an official sign warning drivers to light their
vehicles' head lamps for an upcoming work zone.
(b) Penalty.--A person who fails to comply with the
requirements of subsection (a) commits a summary offense and
shall, upon conviction, be sentenced to pay a fine of $25. No
person shall be convicted of a violation of subsection (a)
unless the person is also convicted of another violation of this
title which occurred at the same time. No costs as described in
42 Pa.C.S. § 1725.1 (relating to costs) shall be imposed for
summary conviction of subsection (a). Conviction under this
subsection shall not constitute a moving violation.
(Dec. 23, 2002, P.L.1982, No.229, eff. 60 days)

and that's just in the lighting section.

There's a lot more in the vehicle standards section.
