The thing is, if I report it and even if it was not my fault, which it is not, my insurance will go up and I have a $500 deductible and I don't have the money this month.

Unless you already have a bad driving record...
If turning this in to insurance means your rate will go up, I'd shop for a new insurance company.

As for, "What should I do?," I dunno. What do you want to do? You can either fix it or not fix it. You can pay for it yourself or get some help from insurance (if the repair is over your deductible). What other choices could there be?

That is totally not true.
Your insurance won't go up. The same thing just happened to My son and it did not count against him in any way.

I would call your insurance company. That looks like its going to be well over 500 in damages anyways. When someone just scratched the wifes quarter panel with a small dent it was almost $1000 to repair. That looks cracked to me, and if so that tells me going to be well over 500

You can get a free estimate from a body shop and go from there. Bumper cover and good paint will most likely be above $500.
