Ok so I have a california car with GMPP axle back exhaust. Are the long tubes california compliant? if not, how much am I losing power wise if I were to go with the shorties?

For California, ARH products are only available for off-road and competition vehicles and are not street legal. They may (and, in the past with their hi-flo cats on the headers, have) pass emissions in which case you'd have no issue unless someone were to do a direct inspection of the components of your exhaust system. It's a tricky designation, really. Technically, no aftermarket exhaust of any nature is legal in California without direct exemption from the state (which companies like Borla/Corsa are able to easily get for their exhaust systems only), and said exemption is a tricky game with header systems.
Your best bet would be to ask with some other California Camaro owners and see what they've done.
